The standards are more than adequate.  It's the enforcement that is, at
times, lacking.  Many, if not all food processing plants, are expected to
be self policing to some degree.  After all, what good is it to save a few
bucks on a tainted ingredient or short-cutting a process if your
manufacturing facility is shut down and you receive tons of bad press.
Just ask the Bil-Mar division of Sara Lee.  Some companies never recover.
I'm just trying to illustrate that pet food safety is probably as safe as
food intended for human consumption, and most of us never give a second
thought to that can of soup/tuna/cat food we just opened.

Pat Loomis    (who always, always, always heats canned goods to boiling, if
possible, this destroys any organisms and their toxins that might pose
significant health risk, mainly clostridium botulinum)  (salmonella toxins
however, are not destroyed by brief boiling, but the health risks
associated with salmonella are considerably less than those associated with
C. Bot)

Of course, the standards for food for human consumption
in the USA aren't all that rigorous, in any case.

There have been numerous cases of folks getting sick
from e. coli bacteria in ground beef, for example.
