Interesting post, rick.  If I read you correctly, then Weary and I are
both somewhat mistaken in our understanding of the regulations.

I can assure you that the incident I described -- of being asked to
break camp, by a uniformed USFS official -- was quite real.  This all
took place very long ago, and I can barely remember where that campsite
was.  It was right by the trail, and it was above treeline, but protected
by krummholz.  It clearly had been used before.

The fellow was friendly enough.  We packed up, spent the night
at the hut (Madison, I vaguely recall) and that was the end of it.
