[at-l] Deer collisions (was PA Foodstuff)



I seem to remember a case in PA were the driver sued the State because at
that time the State claimed the road kills.  He wasn't suing for the deer.
Rather, he was claiming that the States property, and the States failure to
manage/control its property was the cause of the accident/damage.

I suspect that and similar cases could have been the reason for drivers
having first dibs.
