[at-l] Unemployment Thru



I can say with absolute certainty that it is not true in NY at the very 
least.  Not now and never has been.   When I was dealing directly with 
Unemployment Insurance I had access to and frequently used a manual that 
gave an outline of the UI program of every state, the Virgin Islands, 
Puerto Rico & Canada (which has a reciprocal agreement with the US for 
processing of claims).  There is a Federal tax (FUTA) which covers the cost 
of administration.  The Feds collect the tax then allocate the money to the 
states based on the level of unemployment in the state.  FUTA is paid by 
the employer.  There is an additional state tax which pays the actual 
benefits to claimants.  Two years ago the UI in NY was centralized so I no 
longer have access to current manuals but if anyone is really interested I 
could get the information.  When I was still administering UI, Canada taxed 
both the employee and the employer for benefits.  As I recall a handful of 
states did also but it was a small number (as in single digit).  I don't 
recall which states.
