Putnam Quarry dealt with a permit that was passed without adequate
notice to the public, and without significant political spin to make it
attractive. The Vermont windmill folks have done a great job making a
viewscape disaster sound like an environmental Good Thing, and
obviously with a great deal of public notice.  

I'd suggest these folks have learned from the Putnam Quarry fiasco.
