Unfortunately, that is not always the case. Here in Michigan, the vast 
majority of the public lands are turned over to the snowmobiles. County 
roads through the woods are left unplowed. The snowmobiles take over and 
run round-the-clock. It is virtually impossible to find a quiet spot in the 
woods once the snow hits - very discouraging!
