Another possibility is that the reporter goofed -- saw oxygen equipment for use
*during the helicopter ride* and assumed it was for use on the ground.

Going from sea level to 10K feet isn't much of a problem, even
with the gear.  It takes a night to acclimatize to that low of
an elevation, at least for people with average sensitivity
to altiude.  Some might need a second night, some won't need
any acclimatization time.
Afghanistan does get much higher and the
troops might have a problem with that.
