And the answer is...
That depends...
If it rains and your backpack itself is soaking up water like a sponge, the
backpack is going to end up being really heavy and it's my experience that
they don't dry quickly. The packcover at just a few ounces won't hold
nearly the water so will save weight overall when it's raining.
To me, it's never worth it to carry that much extra water weight.
My The North Face packcover is only 3 ounces and fully covers my Terraplane.
I find the extra little bit of weight well worth it to be prepared for
rain. Of course, I'm no longer really using the Terraplane for three season
stuff so I really need a smaller packcover.
Of course, for an overnighter, I usually let the forecast dictate whether or
not I carry it.
