One of the reasons to allow somthing like an ad book is to help enlist the
support of people and businesses living near the trail.  I think the
Kahley's idea of replacing the ad-book once a year (maybe at the end of each
hiking season) is a good way to keep things simple for maintainers while
avoiding the alienation of local businesses.
