"Not wanting to start a flame war, but what makes it illegal {the taking of shelter registers}?  Some sort of
common law?  Maine law?  Federal law?

In Maine maintainers of shelters are told to place registers in their shelters and when they are
full to send them to overseers and place new ones. I assume that under most laws in most states that
things left with a note on their covers that they are the property of the MATC -- and if in fact
they were purchased by MATC, given to the MATC or donated to the MATC, it is illegal to take them without
authorization. YMMV
