[at-l] ATC ad policy

The best ads are the notes left in the registers by hikers about their 
experiences with the services and how they found them. Most of these entries 
are simply very effective and protected by freedom of speech. 

Of course some of us are old enough (right Weary) to remember the old 
"payola" days where disk jockeys got kick backs for plugging certain records.
