If it was just Joe Blough, the issue would never have come up as an issue.
There are many cases, all different enough that it makes sense to write down
what procedures should be followed to avoid wasting time reinventing the
wheel for each case.

The policy is easily enforced. If the policy is no signs, then they are just
liter like gum wrappers and beer cans, to be removed by the maintainer when
doing his/her normal patrol.

Neighbor relations are a two way street. Both parties must respect the other
parties property. Would you like it if your neighborhood deli posted a ad on
a tree in your front lawn? How about spray painting "Eat at Joes" on the
rocks in front of Old Faithful?
