As I recall, the Army then unilaterally closed the AT because they couldn't 
figure out why that had happened. They provided buses to haul hikers around 
the section. The thru-hikers simply ignored the buses and hiked through. 
Subsequently, the National Park Service reminded the Army that they didn't 
have jurisdiction over the AT and therefore had no right to close it.

If the Army had had the proposed speaker system, they could have at least 
warned the hikers when the shells were coming.<G>
