Not true. There are areas along the Northern/Eastern end of the park
that invite horses as well as areas that ban them. There are horse tie
offs at Peck very close to the shelter and up hill of the water source.
The tie off is across the AT from Tricorner Knob Shelter, our of sight
of the shelter. I don't remember one at Cosby Knob Shelter. The access
for horses is probably needed for rescue and extraction missions for
injured or lost hikers.
