Well since you asked! Fortunately we've not been directly faced with that
issue. Not that we won't have to grapple with it in the future. Right now
the people in China are faced with the problem with too much population and
too few resources. They've chosen to legally mandate only one child per
family, strictly enforced. 

If we choose, we can just ignore the problem and allow natural forces to
resolve it for us. This would probably be via war, disease, starvation,
global warming and any number of population limiting factors. While
technology can pushback that day for years, someday the bill will come due. 

So how would you resolve the problem?
