Usually, they simply pop off and pop back on. They are not made for reuse, 
hence anticipate some risk of leaking after popping it back on. Heat it 
with warm water and it should release a bit easier. If the question is how 
to empty, wash and refill, usually not necessary with wine. I'd put a 
little vodka in it, rise it around, and pour it out. Let it air dry. It 
will then be good for a refill with other liquids and probably no after taste.
