It may be used for any "public need".......Shenandoah national park is an
example, hundreds of "mt. families" were removed by marshalls at gun point to
create the park......its an ugly piece of the park's history that they dont
like to talk about. As a matter of fact, there are several law suits pending
over the access to the park's archives. Most of the records of the removals
and all the photos are there. It is my understanding that the park does not
allow access to its archives. A couple authors and some historians are
trying to force access to those records.
