Last March I hiked Mt Rogers and was in some strong winds and blowing
sleet and rain. On getting to Elk Garden I found about a cup of ice
inside my pack cover. 

I've been looking for ways to make my one size fits all, Campmor cover
fit tighter so the wind doesn't blow rain and such under it. I think I've
found a possible solution. I was at the Wallmart with my wife and for
lack of anything better to do I got to noticing the odd assortment of
stuff that was hanging at the end of the rows of shelves. What got my
attention was a package of elastic straps that hold an ironing board
cover on. 

The clasps that actually attach to the ironing board cover were exactly
like the whatjamacallits that women used to attach to the top of their
stockings in the pre-panty hose days. Because the straps and clasps are
more or less flat and because the straps are adjustable, I think these
contraptions could fit between your back and the pack and hold a
packcover securely even in high winds. I don't ever recall seeing any
ladies loose their stocking in high wind. Hopeful
