Butterfat is the 26%. Whole milk is generally that amount (if memory serves
me well), with buttermilk having a bit more and skim milk and similar
having lower percentages.
If you are using iodinated water, of course you wait 20 minutes before
adding anything while the iodine does its thing. There is no need to add
Vit C before the powdered milk, as it will deal with the flavor on its own
without curdling. If you are simply using the powdered milk for cooking,
boiling the water or cooking would remove the need for iodine, also.
Debrowning water sounds pretty grim. I hope you are talking about
iodination rather than downstream of Atlanta, GA
