The subject of charging fees for the Smokies has been addressed.  They
can't do it without the consent of the state legislatures of BOTH
North Carolina and Tennessee.  There was a clause (condition) in the
grant of land to the federal government stating that access to the new
park must remain free to all.  Great idea!  Just do what I do and
donate a little money each year to support the park.
