 I agree with Slyman that the cell phone gave him the courage and confidence
to go on. To be in that area without a map & compass is evidence that this
person was ill prepared and without the required knowledge to be where he was.
I think it is in keeping with the spirit of the new rules to charge this
person for the rescue. While I dont agree with some who say let them die I
would say make them pay.
